Replaces the project-orientation CLAUDE.md with the what-would-peter-say engineering-standards doc (TypeScript rules, zero-tolerance validation policy, review format).

Note: this removes the previous content — celilo deploy workflow, dev startup notes, the design-doc contract convention, and the cele2e runner protocol. If any of that should survive, it needs a new home (e.g. back into CLAUDE.md alongside the standards, or .claude/skills/).
