 Slice 4: the meaning list and the phrasebooks 
Every chunk gets a vector from the embedder, a resumable batch at a
time. An unchanged source keeps its chunks and vectors; replacing a
source drops them. Search embeds the question once and adds the meaning
list and phrasebook matches from the book's phrasebook and the desk's;
with the embedder down, the exact list still comes back with a warning.
librarian phrasebook add keeps the desk's entries in the data directory,
redacted, for indexed sources only. Missions' source/ folders are no
longer indexed, and an update removes copies an earlier one indexed.
